President Bola Ahmed Tinubu has ordered a comprehensive reform of Nigerian football following a series of disappointing performances and the recent mass resignation of the Nigeria Football Federation (NFF) leadership.

The President directed the Chairman of the National Sports Commission (NSC), Shehu Dikko, to work with the NFF Secretariat and relevant football stakeholders to ensure continuity in football administration while developing a broad reform framework.

Tinubu Targets Structural Problems

According to the Presidency, the proposed reforms will address longstanding weaknesses in the administration and development of Nigerian football.

Key areas identified include governance, administration, stakeholder representation, player development pathways, domestic competitions and accountability.

Tinubu said Nigeria has no shortage of football talent, passion or public support, but the country’s football institutions have not consistently translated those advantages into sustained success.

The President described the problems facing Nigerian football as largely structural and called for stronger institutions capable of supporting the country’s players and national teams.

NFF Leadership Crisis

The reform directive comes just after NFF President Ibrahim Musa Gusau, General Secretary Mohammed Sanusi and members of the federation’s Executive Committee resigned from their positions.

Gusau said his resignation was intended to create room for a comprehensive and orderly reform process addressing institutional, governance and developmental challenges within Nigerian football.

The mass resignation followed mounting criticism of the country’s recent football performances.

The Super Eagles failed to qualify for the 2026 FIFA World Cup, while the Super Falcons suffered the historic setback of missing the 2027 Women’s World Cup for the first time since the tournament began in 1991.

NFF Election Suspended

The crisis has also affected plans for the NFF’s elective congress.

The federation has suspended all processes leading to the election scheduled for September 27 in Lafia, Nasarawa State. A fresh electoral process is expected to begin after the comprehensive reform programme is completed.

Dr Emmanuel Ikpeme, the former NFF Deputy General Secretary, has been endorsed to oversee the federation’s secretariat as interim General Secretary, while Ademola Olajire will serve as interim Deputy General Secretary.

The leadership of Nigeria’s major domestic leagues has also been directed to hand over administrative responsibilities to their respective Chief Operating Officers as part of the transition arrangements.

FIFA and CAF to Be Consulted

Tinubu’s directive recognises the need to carry out the reforms without violating international football regulations.

The Presidency said the process will involve appropriate engagement with FIFA and CAF, while safeguarding Nigeria’s obligations under the international football framework.

This consultation will be important because football governing bodies generally require national football associations to operate with a degree of independence from government interference.

Focus on Grassroots and Domestic Football

Beyond the NFF leadership structure, the proposed reforms are expected to examine Nigeria’s football development pipeline.

This includes improving pathways for young players, strengthening domestic competitions and creating institutions capable of developing talent from the grassroots to the national-team level.

The government also wants greater accountability in the administration of football resources and stronger representation for relevant stakeholders.

A New Direction for Nigerian Football
